Head of Cost Estimating and Pricing
Would you like a highly challenging role sitting within a varied environment? We currently have a vacancy for a Head of Cost Estimating and Pricing at our site in Rochester.
As a Head of Cost Estimating and Pricing, you will be responsible for providing leadership, direction and governance across all cost estimating and pricing activities for the site. With specific emphasis on working closely with multiple other functions, this role is critical to achieving business requirements of timely and affordable bids to our customers, whilst achieving estimate integrity and enabling smooth hand-off to delivery teams following contract award.
This role will provide you with the opportunity to develop a small team.
Your main responsibilities as a Head of Cost Estimating and Pricing will involve:
Scope and lead a 1 year improvement programme for cost estimating and pricing which aims to:
o improve the quality and integrity of the estimates included in bids
o improve the hand-off from bid to business delivery
o articulate a framework and rationale for the maintenance and use of metrics
Champion Cost estimating and pricing disciplines at the Rochester site. Working with bid managers and functions to ensure robust estimating and pricing plans, compliance with control processes, and to validate and challenge bid estimates in support of an effective and efficient bid process.
Ensure compliance with procedures and compliance with specific legal requirements such as Truth In Negotiation Act for US Department of Defense bids
Work jointly with commercial function to take responsibility for co-ordination of Bid Status and Request for Bid Approval reviews
Own and maintain the Propricer toolset for Rochester, and in conjunction with the wider Electronic Systems, lead toolset development to meet the business needs
Ensure the collection of historical cost, programme and technical data from bids and actual programmes for use in near neighbour analysis and to support the generation of metrics and Cost Estimate Relationships
Review and implement appropriate training and development activities to ensure appropriately skilled and knowledgeable resource exists within multi-functional bid teams and the cost estimating and pricing team
Lead a cost estimating and pricing team of 3, and through leadership and coaching ensure the effective delivery of day-to-day support to the bids and proposals requirements of the business
Implement a resourcing strategy consisting of a feeder network to attract talent into the team, and an alumni network to mitigate small team risks associated with peak workloads and a vacant post
Develop the cost estimating and pricing network with US based Electronic Systems business sector and BAE SYSTEMS UK wide community of practice, supporting continuous improvement in the Rochester core processes, tools and training capabilities
Your skills and qualifications:
Experience of using a cost estimating toolset "ProPricer"
Cost Estimating and pricing experience
Experience of mobilising and leading successful cross functional teams
Able to operate in an engaging and inclusive style which influences and supports the teams to develop and take on new ways of operating, and which become self-sustaining
Broad experience of bid and cost estimating and pricing tools and techniques and familiarity with the appropriate application of Lifecycle Management
