Business Area/Dept Overview
CIB UK Compliance is an independent function responsible for providing specialist support to UK Senior Management in managing Compliance risks, typically acting as Second Level of Defence for Compliance-owned risks, incluidng Market Integrity, Protection of Interest of Clients, Financial Security and Professional Ethics.
Purpose & Scope of role
•Purpose of Role
oControllers are responsible for planning, executing high-quality controls in a timely manner and defining action plans when necessary. Controllers play a key role in performing 2LoD controls in a complex and constantly developing business environment and a demanding regulatory context. As a consequence, CCC-E team members should aim at being agile and adaptive to the changing environment and have a drive to learn and constantly improve. Scope: (Global/Regional/UK/Team/Quantitative responsibility etc)
•Scope of Role
oControllers are required to carry out allocated controls across European countries (and coordinate beyond if needed), across the domains in scope and cover any CIB Business Line (and beyond when needed).
oBeing part of Compliance CIB CCRM and closely associated with UK Compliance Assurance, members of CCC-E are uniquely placed to have a comprehensive and transversal view across the UK and Europe.
Key Responsibilities of role
Control planning
•Contribute to the annual / quarterly planning of control execution including the assessment of applicability, time and resources needed to execute the controls efficiently and in the expected quality.
•Understand and interpret control requirements and apply these to the specificities of the respective business lines.
•When needed, assess / contribute / assist applicability mapping
•Use risk assessments, when available to support control planning.
Control execution
•Take ownership of the assigned controls. Perform controls independently or with limited guidance - this greatly depends on the complexity of the controls, expertise and previous experience performing the same or similar control
•Obtain relevant information / data at control scoping stage.
•Translate generic control points and tasks into very specific control actions.
•Lead / coordinate / contribute execution of controls performed by other team members, within the Lisbon hub, by different teams located in EMEA or in other regions
•Maintain an audit trail for all work carried out during the control testing, reporting and Action Plan stages.
•Keep Managers up-to-date
•Share and discuss control results with Compliance and Business stakeholders
•Discuss and obtain written agreement for all Action Plans issued to the Business or relevant Functions and follow the respective procedure. Analyse submitted evidence by Action Plan Owners to ensure evidence is sufficient for team Manager(s) to accept closure.
•Deliver Controls within the expected deadlines to the expected standards and leave sufficient time for manager review prior to reporting deadlines.
•Manage the process in time, plan ahead, anticipate / manage / escalate bottlenecks in time.
•Identify and escalate issues according to defined procedures. Specifically inform the Head of Compliance CIB Controls - Europe of all significant and urgent compliance matters that require such escalation.
Control reporting
•Record controls results and action plans in designated tools, e.g. CRMS or Group Aurora.
•Consolidate controls results reported by the locations per AU / Business Line / Legal entity / per domain / per country or region when needed.
•Assist in the design and preparation of periodic Management Information and dashboards for senior management and the business including results and trends. Present it during meetings and committees as required.
•Coordinate and consolidate reporting of results with other controllers / Lisbon hub, different teams when needed
Responding to Regulatory and Internal Audits
•Participate, coordinate and answer any internal or external audit when directed.
•Make sure that answers are timely, accurate, and precise and fairly reflect the work performed. Check the accuracy of the initial feedback and provide additional information or context.
•Implement recommendations as directed.
Generic improvement of control framework and methodology
•Look for improvement opportunities for better addressing risk following a risk-based approach, ideas for efficiency and effectiveness of control design or execution. Highlight opportunities to standardise or find transversal solutions
•When opportunities arise, contribute to the development of the 1st LoD control framework, the independent testing methodology, internal team guidance and methodology, action plan methodology.
•Help / advise other teams performing 1LoD or 2LoD controls on the efficient execution of such controls as required.
•Identify any opportunities for big data or digital solutions where possible.
•Participate in the improvement of local add/on controls
Supporting Compliance department
•Work closely with other teams within Compliance CIB CCRM, UK Compliance Assurance and beyond within Compliance.
•Look after colleagues, help colleagues where possible
•Value the team’s stakeholders. Work effectively as necessary with the Business, OPC, FOCS/FOC, RISK ORC, Legal, HR, as well as Group Compliance and CIB Compliance.
•Conflict management: Manage problems and conflicts proactively and look ahead to identify and address emerging issues at an early stage. Be solution oriented, proactively propose solutions to the problems encountered
•Support the Head of Compliance CIB Controls - Europe, the Team Managers and the Business Managers as required.
•Support risk assessment initiatives
•Lead / support / contribute to various projects as required
Legal and Regulatory Responsibilities
•Comply with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to, the Compliance manual/policies relevant to your territory and Group Compliance policies and procedures as issued. Financial Crime Prevention requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer.
•Maintain appropriate knowledge to ensure to be fully qualified to undertake the role.
•Complete all mandatory training as required to attain and maintain competence.
•When relevant (e.g. travel), manage expenses in a reasonable way and respect the relevant policies.
